These often wear or get damaged when the steering lock is forced / broken due to theft or crash damage.
The cam goes in the ignition tube and locks the steering to the left to prevent it being easily pushed away.
It simply lines up with the ignition switch and the D shape cut out in your forks hits the cam keeping the steering locked to the left.
The small clip is included!
